غزہ کی جنگ میں امریکہ کے کردار کی وجہ سے میگسیسے ایوارڈ اور اس کی امریکی ڈگریاں واپس کرنے کا فیصلہ
2002 میں جب میں میگسیسے ایوارڈ لینے منیلا گیا تو وہاں ایک چھوٹا سا تنازع کھڑا ہو گیا۔ فلپائن کے صدر سے ایوارڈ حاصل کرنے کے اگلے دن، میں نے عراق پر امریکی حملے کے خلاف منیلا میں امریکی سفارت خانے میں ایک مظاہرے میں شرکت کرنا تھی۔ تب میگسیسے فاؤنڈیشن کی چیئرپرسن نے مجھے وہاں جانے سے روکنے کی کوشش کی اور کہا کہ امریکی سفارت خانے میں ہونے والے مظاہرے میں میری شرکت سے فاؤنڈیشن کی بدنامی ہوگی۔ میں نے اسے یاد دلایا کہ اس نے مجھے میگسیسے ایوارڈ دینے کی چار وجوہات میں سے ایک ہندوستان کے جوہری تجربے کے خلاف عالمی جوہری تخفیف اسلحہ کے مقصد کے لیے پوکھران سے سارناتھ تک مارچ تھا۔ اس کا مطلب ہے کہ وہ جنگ کے خلاف میرے کردار سے پہلے ہی واقف تھیں۔ میں نے اسے بتایا کہ اتفاق سے جس دن مجھے یہ ایوارڈ ملا تھا اسی دن منیلا یونیورسٹی میں منعقدہ ایک امن کانفرنس میں امریکن ایمبیسی میں مظاہرہ کرنے کا فیصلہ کیا گیا تھا اور مجھے بھی اس کانفرنس میں مدعو کیا گیا تھا۔ میں نے احتجاج میں حصہ لینے کے بعد، منیلا کے ایک اخبار نے اپنے اداریے میں مجھے چیلنج کیا کہ اگر میں اتنا ہی اصولی ہوں جیسا کہ میں چاہتا ہوں، تو مجھے ہندوستان واپس آنے سے پہلے میگسیسے ایوارڈ واپس کر دینا چاہیے۔ اس سے میرا کام آسان ہو گیا۔ میں نے ائیرپورٹ سے ایوارڈ کے ساتھ ملنے والی رقم واپس کر دی اور میگسیسے فاؤنڈیشن کی چیئرپرسن کو خط لکھا کہ فی الحال میں یہ ایوارڈ اپنے پاس رکھ رہا ہوں کیونکہ یہ ایوارڈ فلپائن کے ایک مقبول سابق صدر کے نام ہے۔ ہندوستان یہ ایسی نامور شخصیات کو دیا جاتا ہے۔میں جے پرکاش نارائن، ونوبا بھاوے اور بابا امٹے جیسے لوگوں سے ملا ہوں، جو میرے آئیڈیل ہیں۔ میں نے اس خط میں یہ بھی لکھا تھا کہ جس دن انہیں لگے گا کہ میری وجہ سے میگسیسے فاؤنڈیشن کی بدنامی ہو رہی ہے، میں ایوارڈ واپس کر دوں گا۔
لیکن اب مجھے لگتا ہے کہ وقت آگیا ہے۔ میگسیسے ایوارڈ کو راکفیلر فاؤنڈیشن نے سپانسر کیا ہے اور جس زمرے میں مجھے ایوارڈ ملا ہے وہ فورڈ فاؤنڈیشن نے سپانسر کیا ہے، یہ دونوں امریکی ادارے ہیں۔ امریکہ اس وقت جس طرح فلسطین کے خلاف جنگ میں اسرائیل کی کھل کر حمایت کر رہا ہے اور اب بھی اسرائیل کو اسلحہ بیچ رہا ہے، اب یہ اعزاز اپنے پاس رکھنا میرے لیے ناقابل برداشت ہو گیا ہے۔ اس لیے میں نے اب میگسیسے ایوارڈ بھی واپس کرنے کا فیصلہ کیا ہے۔ میں فلپائن کے عوام سے معذرت خواہ ہوں کیونکہ اس ایوارڈ کے ساتھ سابق صدر رامون میگسیسے کا نام جڑا ہوا ہے۔ لیکن میری مخالفت صرف ایوارڈ کے امریکی پہلو سے ہے۔
جیسا کہ میں میگسیسے ایوارڈ واپس کر رہا ہوں، میرے خیال میں مجھے امریکہ سے حاصل کردہ ڈگریاں بھی واپس کرنی چاہئیں۔ میں نیویارک اسٹیٹ کی سائراکیوز یونیورسٹی سے اپنی مینوفیکچرنگ اور کمپیوٹر انجینئرنگ کی ڈگریاں اور یونیورسٹی آف کیلیفورنیا، برکلے سے مکینیکل انجینئرنگ کی ڈگریاں واپس کرنے کا بھی فیصلہ کر رہا ہوں۔ درحقیقت، یہ 1991 میں برکلے کیمپس میں جنگ مخالف مظاہرے کے دوران تھا، جب صدر بش سینئر نے عراق پر حملہ کیا تھا، مجھے معلوم ہوا کہ ہتھیاروں سے متعلق تحقیق امریکی یونیورسٹیوں میں، خاص طور پر ٹیکنالوجی اور سائنس کے شعبوں میں ہوتی ہے۔ جنگ مخالف مظاہرے میں حصہ لینے والے، پروین وریایا، الیکٹریکل انجینئرنگ کے پروفیسر، جنہیں محکمہ دفاع سے کوئی تحقیقی رقم نہیں ملی، نے انکشاف کیا کہ ان کا تحقیقی علاقہ، کنٹرول سسٹم، جو کہ میرا بھی تحقیق کا علاقہ تھا، سے منسلک تھا۔ دفاعی پروگرام.. یعنی انجانے میں میں امریکی جنگی مشین کا حصہ بن چکا تھا۔ جب میں ہندوستان واپس آیا اور کانپور کے انڈین انسٹی ٹیوٹ آف ٹکنالوجی میں پڑھانا شروع کر دیا تو میں اپنے تحقیقی شعبے سے مکمل طور پر مایوس ہو گیا۔
یہاں ایک بار پھر واضح کر دوں کہ میری امریکی عوام یا ملک امریکہ سے کوئی مخالفت نہیں ہے۔ بلکہ میرا خیال ہے کہ امریکہ میں انسانی حقوق کے اعلیٰ نظریات کی پیروی کی جاتی ہے اور یہاں اظہار رائے کی آزادی بھی اعلیٰ معیار کی ہے۔ لیکن ان اعلیٰ نظریات کی پیروی صرف امریکہ کے اندر ہوتی ہے۔ امریکہ سے باہر خصوصاً تیسری دنیا کے ممالک میں امریکہ کو ان کی کوئی فکر نہیں۔ اگر وہ انصاف کے ساتھ کھڑا ہے تو کسی بھی جنگ میں مظلوموں کے ساتھ کردار ادا کرے۔ اس نے یوکرین پر روس کے حملے میں صحیح کردار ادا کیا ہے۔ لیکن مجھے نہیں معلوم کہ وہ فلسطینیوں پر ہونے والے ظلم و ستم پر کیوں آنکھیں بند کیے ہوئے ہے اور اسرائیلی فوج کے کیے جانے والے گھناؤنے جرائم کو نظر انداز کرنے کے لیے تیار ہے۔ اگر کوئی اور ملک ایسا کر رہا ہوتا تو امریکہ اب تک سخت پابندیاں لگا چکا ہوتا، جیسا کہ اس نے جنوبی افریقہ کے ساتھ کیا، جس نے دنیا کے دیگر ممالک کے ساتھ رنگ برنگی کی پالیسی کو نافذ کیا۔
میں یہ سخت فیصلہ اس لیے لے رہا ہوں کہ مجھے یقین ہے کہ امریکہ کی حوصلہ افزائی کی وجہ سے اسرائیل عالمی رائے عامہ کے خلاف جا کر فلسطینیوں کے خلاف بربریت کا ارتکاب کر رہا ہے۔ ضرورت اس بات کی تھی کہ امریکہ غیر جانبدارانہ کردار ادا کرے اور اسرائیل اور فلسطین کے درمیان امن میں ثالثی کرے جیسا کہ ماضی میں کرتا رہا ہے۔ ایک خودمختار آزاد فلسطین، جسے اقوام متحدہ ایک مکمل ملک کا درجہ دیتی ہے، اسرائیل فلسطین تنازعہ کا واحد حل ہے۔ لیکن یہ عجیب بات ہے کہ امریکہ نے کچھ عرصہ قبل افغانستان، جس کا رقبہ فلسطین سے کہیں زیادہ ہے، چاندی کے تھال میں طالبان کے حوالے کر دیا، یہ جانتے ہوئے کہ اس سے عام افغانوں بالخصوص خواتین کی زندگی تباہ ہو جائے
گی۔اسرائیل کی یہ بات آزادی کو خطرے میں ڈال رہا ہے۔
DECISION TO RETURN MAGSAYSAY AWARD AND US DEGREES ON THE ROLE OF US IN WAR IN GAZA
When I received the Magsaysay Award in 2002, a little controversy was created due to my decision to participate in a protest outside United States embassy in Manila against the impending attack on Iraq, immediately a day after the award ceremony in which the award was handed over by the Phillippines President. The then Chaiperson of Magsaysay Foundation had tried to dissuade me from participating in the protest on the pretext that it’ll harm the reputation of the foundation. My contention was that the award mentioned my participation in a peace march in India for global nuclear disarmament from Pokaran to Sarnath in 1999 and hence my anti-war position was well known. I had to honour the decision taken at a peace conference at Univeristy in Manila which, coincidently, concluded on 31 August, the day Magsaysay Awards were handed over, to stage a protest at US embassy as I was invited to the conference as well. After the protest on 1 September, a Manila newspaper, in an editorial challenged me saying that if I was the principled man that I would like them to believe then I should return the award to the US embassy before returning to India, This made the decision easier for me. I returned the cash component of the award from the airport which came from the Ford Foundation of the U.S. but in a letter to the Chairperson of Magsaysay Foundation I said that for the time being I was keeping the award as it was named after a former popular Phillppines President and had been given in my country to personalities like Jayaprakash Narayan, Vinoba Bhave and Baba Amte, whom I considered as my ideals. I had mentioned in that letter that if the Magsaysay Foundation ever thought that I was harming their reputation too much, I would be happy to return the award as well.
I think that the time has now come. Magsaysay Award is primarily funded by Rockefeller Foundation and the cartegory in which I received the award is funded by Ford Foundation, both American foundations. Given the role of US in blatantly supporting Israel in the current offensive against Palestinian citizens, more than 21,500 of whom are dead, and still continuing to sell arms to Israel, it has become unbearable for me to keep the award. I, therefore, am deciding to finally return the award too. I would like to apologise to the people of Phillippines if they feel hurt because of President Ramon Magsaysay’s name associated with this award. My protest is only because of the American connection with the award.
As I return the Magsaysay award I also feel that I should relieve myself of the degrees I have obtained in US. Hence, I am also taking a decision to return my Dual M.S. degrees in Manufacturing and Computer Engineerings to Syracuse Univeristy in upstate New York and my Ph.D. in Mechanical Engineering degree to the University of California at Berkeley. Incidentally, I was made conscious of involvement of US academic institutions, especially their engineering and science departments, in defence projects during the protest on Berkeley campus in 1991 against the US war on Iraq launched by senior President Bush. A Professor Pravin Varaiya of Electrical Engineering, whose research area, Control Systems, was same as mine, and who was a participant in the anti-was protests, made me realize that I was also unknowingly part of the war machine of United States. Thus began my disillusionment with my research area and I decided to change my research area once I began teaching at Indian Institute of Technology at Kanpur in 1992.
Again let me make it clear that I am not against the American people or even the country. In fact, I think the US is one country which respects the human rights the most and offers the best freedom of expression, but sadly it is true only within the country. Outide the US, it seems to have little regard for human rights, especially of the third world countries. If it respects justice then it should stand with the side facing oppression in any war. It took the correct position in the Russian war on Ukraine but when it comes to Israel against Palestine it is inexplicable why the US chooses to turn a blind eye to the misfortunes and sufferings of the Palestinians and overlooks the crimes of Israeli defence forces. Had it been any other country, it would have imposed sanctions against it, like it did along with the rest of the world against South Africa, when apartheid was still practiced there.
I have to take the hard decision because I think US is singularly responsible in encouraging Israel to continue its aggression against Palestinians contrary to the popular world opinion. It could have played the role of mediator, like it once did, and tried to negotiate peace between Israel and Palestine. Creation of sovereign state of Palestine and its recognition by United Nations as a full member is essential towards the solution of the problem. But it is strange that US, which not very long back handed over Afghanisatan, much bigger in area, to Taliban on a silver platter knowning very well that it was jeopardizing the civil liberties of common Afghans, especially the women, parrots the Israeli position about Hamas being a terrorist organistion ignoring the fact that Hamas has won an election in Palestine, unlike the Taliban. I feel that it is time to call out the double standards of US governnent.
